Senior Associate Advisor Education / Renewable Energy

SNV is a non-profit international development organization established in the Netherlands in 1965. For over 40 years, SNV has been at the forefront of development, helping to build local capacity and empower local families and communities to break the cycle of poverty.
SNV South Sudan is looking for a highly qualified consultant to coordinate an operations research programme on the transitional process of exiting from education and entry into the renewable energy sector. The exit strategy from education involves capacity building of Local Institutions, both public and NGOs to carry the mandates of SNV as of 2013. The consultant will have a versatile role of managing the design and implementation, aspects of these exit and entry strategies, as well as the knowledge that emanates from the activities and results. The main research questions will be: a) what works (or does not work) for sustainability and ownership in exit strategies? What explains success, failure or uncertainties in exiting and handing over? b) What works (or does not work) in integrating new programmes – in this case energy – into existing programmes that are already restricted by contracts with donors and partners? What are workable modalities to build gradual transfer of ownership and responsibility to local institutions starting at the point of entry? Both processes will start with a theory of change that the consultant articulates, together with the Country Director (CD), to be followed by operations that will be carefully documented. A qualitative baseline analysis will precede the operations research.
Responsibilities:
Task in Education:
• The Consultant will revise the exit strategy for education and design an operational protocol for exiting education with localization and sustainability criteria observed in handing over to capable and accountable local government and other institutions
• The consultant will develop and manage the capacity building programme to enable SNV to hand over its mandates and resources to competent local institutions.
• Monitor performance of SNV Medior advisors in the field
• The Consultant will be responsible for fund accounting and reporting to UNICEF, including supervising LCBs to do the same.
• To guide the process of community participation in schools to ensure accountability of duty holders.
• To communicate with the Country Director and the Senior Advisors on Agriculture and WASH to develop the VOSD aspects of the work.
• To document the exit process in great detail to ensure that the analysis of what works and why it works is fully captured to inform the SNV way in the future.
Task in Renewable Energy:
• To design the operations research ToR for entry into renewable energy and energy conservation technology options keeping in mind the production and consumption needs of poor communities in the South Sudan context.
• To develop a framework for policy advice on Renewable Energy with Republic of South Sudan (RSS), Local Governments and Embassy of the Kingdom of the Netherlands (EKN) as targets of advisory services.
• To develop a framework for a survey of energy production, energy use for production and energy consumption patterns in poor communities in at least three States and one urban context
• To develop a framework for the study of the impact of energy production on natural resources in the form of deforestation and pollution of waters.
• To assist with the recruitment of renewable energy experts to carry out the studies
• To communicate with the East and Southern Africa (ESA) Renewable Energy (RE) leaders and learn from strengths and weaknesses of programs in other countries of ESA.
• To document the process of entry in great detail to inform SNV’s entry strategies for localization and programme integration and harmonization.
• To organize validation MSPs with stakeholders where the studies will be presented
• To seek out PRM opportunities by liaising with donors and developing proposals
Candidate profile
• Bachelors and Master’s degree or Post graduate qualification/Research Study in Natural Resource Management and/or Agriculture
• Minimum of 7 years proven track record action research/training in Agriculture Natural Resource Management at international level in developing countries. Experience in working in a post conflict environment and pastoralist context would be an added advantage,
• Experience in advisory practices, in application of models/tools related to community development processes notably in pastoralist context, understanding technical designs for Education/RE facilities and capacity building for effective use and management, understanding of gender equality and social inclusion, experience of working with international and national organizations and institutional development, understanding of knowledge management, and practical experience with participatory approaches.
• Analytical and problem solving ability, result-oriented and creative, good communication and presentation skills, good documentation, facilitation technical skills, team player with networking abilities and international skills.
• Excellent English, some Arabic would be an added advantage.
Contract Duration: We offer a competitive associate - consultancy contract for 7 months.

Medical facilities: Basic, specilized facilities available in Nairobi or Kampala. SNV has also registered with UN Clinic in Juba where staff can also access basic services.
Educational facilities: Basic, No international school available yet.
Security situation: Generally Juba is safe.
Accessibility: International Airport, flights available everyday
Communication: Good. Cell phone facilities available, satelite phones also used while in field locations.
