Objectives
The Ethiopia Country Office (ETFO) of the African Development Bank has been established to strengthen policy dialogue between the Bank and the Government and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners.
The Bank invites applications from suitably qualified candidates to fill in the vacant position of Administrative and Finance Assistant. This position is based in Addis Ababa, Ethiopia and does not attract international terms and conditions.

Duties and responsibilities
Under the direction of the Resident Representative, the incumbent will be responsible for the following:
Financial Management and Reporting;
- Prepare monthly financial report and enter information in SAP;
- Control bank account and petty cash balances and request for replenishment whenever necessary;
- Reconcile bank statement with financial records monthly;
- Reconcile petty cash balance by performing a count monthly;
- Follow-up mission advances and verify correctness of mission request, class of travel and mission claims; Processing payment of travel per diems;
- Processing payment of suppliers’ invoices;
- Follow-up reimbursements for payments made on behalf of other Bank departments.
Budget preparation and implementation;
- Track expenses to ensure that they do not exceed budget allocation;
- Prepare FO budget as per FPBG (Budget) guidelines;
- Review Country Office budget and monitor its implementation.
Management of Bank property
- Manage and maintain physical assets and asset register;
- Ensure that vehicles are serviced and well maintained;
- Examine vehicle log books and manage the vehicles fleet;
- Ensure maintenance of other office assets;
- Maintain a file for all information pertaining to office vehicles;
- Ensure office vehicles are insured and insurance premiums are paid promptly.
Human Resource Management;
- Assist in the recruitment of local staff;
- Supervise support staff i.e. drivers, clerk, Secretary/Receptionist, STS;
- Maintain personnel files and follow-up on allowances, medical claims, mission claims, etc.
- Forward payroll inputs to CHRM and ensure salaries are paid monthly;
- Prepare contract for short-term staff as per the standard Bank contract in collaboration with the Resident Representative.
Institutional Procurement of goods & services;
- Procure goods and services in accordance with the Bank Directive on Bank Internal Procurement and under the guidance of CGSP and the Resident Representative;
- Prepare service providers contracts and follow-up to ensure that all payments are made under valid contracts;
- Supervise contract implementation, evaluate performances of suppliers and inform them periodically;
- Supervise and manage office supplies inventories;
- Apply tax exemptions and arrange for imports clearance.
Selection Criteria
Including desirable skills, knowledge and experience
- A minimum of a Bachelor’s degree in Accounting, finance or Business Administration;
- A minimum of six (6) years’ relevant work experience in financial accounting and administrative duties.
- Capacity to work effectively in a team.
- Excellent spoken and written English/French and a working knowledge of the other language.
- Competence in the use of standard MS Office software (Word, Excel, PowerPoint, Project).
- Knowledge of SAP S/R would be an advantage.
