Objectives
The primary role of the Transport and ICT Infrastructure (OITC) Department is to ensure the Bank Group‘s participation in the development of infrastructure, specifically Transport, Power and ICT through lending, investments, technical assistance and policy-based operations. The Transport1 Division key activities include in relation to Transport and other Infrastructure, Sector Analysis and Programming, Identification, Preparation and Appraisal of projects, Loan Processing, Project Implementation and Supervision; and Co-financing and Aid-Coordination.
The Bank invites applications from suitably qualified candidates to fill the vacant position of Senior Transport (Infrastructure) Specialist (Monrovia, Liberia-based). This position does not attract international terms and conditions. Incumbents of the post will be considered as local staff and will therefore not have international status.
Duties and responsibilities
Under the general supervision of the Resident Representative, the incumbent is responsible for the following:
- Provide technical advice to the Liberia Country Office with particular regard to transport sector projects (roads/highways, ports, airports, inland waterways and railways), as well as other infrastructure projects in Liberia;
- Identify suitable projects for Bank Group financing in the transport and other infrastructure sectors and be responsible for the formulation, preparation, appraisal, supervision and evaluation of normal to large complex scale projects including lending, sectorial work and technical assistance;
- Lead appraisal and supervision of transport and other infrastructure sector missions; prepare the appraisal reports and lead up to the stage of Board’s approval; negotiate policy issues with borrowers and other parties;
- Serve as technical authority in the Transport and other Infrastructure sectors in general; integrate a broad spectrum of project issues from various functional areas with a cohesive position and monitor progress on on-going projects; participate in identification, feasibility studies and preparation, appraisal and supervision of normal to large and complex infrastructure projects and/or complex infrastructure studies involving economic, technical or financial issues;
- Undertake feasibility studies in transport and other infrastructure sectors involving broad planning of resources and techno-judgment of alternative ways of shaping projects towards optimal contribution to development objectives; advise member countries on the preparation, organization and execution of feasibility studies and assist in drafting Terms of Reference; review the progress reports of studies; select the components to comprise the eventual project; review and supervise the work of consultants engaged by the Government to the assigned projects/studies;
- Lead and or participate in multi-disciplinary team of experts during the preparation and appraisal of complex projects and large scale projects/studies;
- Advise the Government of Liberia and other stakeholders in the country on the Bank’s financing requirements; act as a key person to liaise with government officials in the area of transport infrastructure; play a key role in the preparation and appraising of reports, participation in working groups, loan processing, loan negotiations and presentation of projects/studies for approval by the Board;
- Supervise projects; play a key role in following up the progress of projects; supervise and monitor procurement activities for goods, works and services in accordance with Bank’s rules; review the submissions from the Borrowers, review tender lists, bid documents, analysis, award recommendation and contracts documents; study and analyze data submitted by the Borrower; verify and approve contracts for disbursement of funds; prepare the Borrower’s PCR after project completion;
- Lead Bank missions as task manager to evaluate overall project performance, hold discussions and collect adequate data for the preparation of the Bank’s project completion-report; advise the Bank Group on lessons derived from projects which will guide future interventions in specific countries; prepare terms of reference for feasibility studies and engineering designs; evaluate consultancy proposals; review bid documents and evaluation for works and goods, participate in infrastructure sector meetings, etc.
- Provide technical advice to the Liberia Country Office with regard to infrastructure projects in Liberia.
Selection Criteria
Including desirable skills, knowledge and experience
- A minimum of a Master’s degree or its equivalent in Civil Engineering or related disciplines;
- A minimum of five (5) years of relevant professional experience in transport and other infrastructure project design, management and financing in the public sector/development financing institutions;
- Good experience in result-based project management;
- Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution;
- Ability to work in teams and to prioritize work programs; attention to detail, resourcefulness and result orientation;
- Excellent written and verbal communication skills in English and/or French, and preferably with a working knowledge of the other language.
- Competence in the use of Microsoft standard software (Word, Excel, Access, Power Point, MS Projects); knowledge of SAP desirable.
