The American Institutes for Research (AIR) is a U.S.-based not-for-profit institution working “to conduct and apply behavioral and social science research to improve people’s lives and well-being, with a special emphasis on the disadvantaged.” Since 1946, AIR has worked with U.S. and international partners in over 80 countries to ensure that research translates into effective and successful programs in the areas of education, health, and workforce development.
AIR is looking for a Deputy Chief of Party for a proposed USAID funded five year project in Zambia. The overall goal of the project will be to improve the quality of OVC services with strengthened systems and policy framework for coordination, planning, implementation; and monitoring and evaluation. The objective of the project is to strengthen the national OVC response through systems strengthening at the central level. Areas of focus include: promoting coordination and harmonized planning and implementation of OVC services of key ministries; strengthening existing government and community OVC structures; bolstering social welfare human resources; and enhancing the policy and regulatory environment for OVC. The project is also expected to collaborate and build the capacity of the other two systems strengthening projects: District OVC System Strengthening (DOSS) and Zambia OVC Management Information System (ZOMIS).
The Deputy Chief of Party will be responsible for: • Supporting the Chief of Party (COP) in dialogue and consultation with key relevant line ministries, at the national, provincial and district levels. • Providing leadership and oversight of project technical staff • Leading and/or coordinating technical OVC technical working groups • Providing overall content coordination across all technical inputs • Working with the COP, AIR-Home Office, and Ministry of to monitor and report on project performance • Preparing required reports for USAID
The requirements of the Deputy Chief of Party include the following: • First degree in public health, social science or a related professional advanced degree; Master’s degree preferred. • 8+ years of experience in planning, particularly with the public sector, with two of these years being in pertinent aspects of OVC programming.
• Demonstrated understanding and skills of managing a program of the same scale and complexity, and ability to oversee programming across technical disciplines. • In-country local staff managerial experience. • Ability to communicate effectively, both orally and in writing. • Experience with high level representation among host country nationals, U.S. officials, etc. • Ability to travel extensively to program locations within Zambia and to other places as required.
