The United Nations Children's Fund (UNICEF), South Sudan Country Office, is seeking to hire a qualified consultant to assess/evaluate the Performance of the Motorcycle Ambulances in three states of South Sudan namely EES, CES and WES with regards to improving access to maternal, neonatal and child health services and referral system. Assessment/Evaluation Report will provide guidance on how best to move forward this initiative. Duty station: Juba with the areas to be assessed/evaluated being in EES (Torit,Hiyala, Magwi, Ikwoto, and Kapoeta South), CES (Morobo, Tore, Rokon and Liria), WES (Kediba, Mvolo/Yeri, Ibba, Lirangu, Ezo, Source Yubo, Nagero). Reporting to: Unit Head: Maternal and Neonatal Health UNICEF South Sudan Country Office,
Juba. Duration of Contract: Two months (8 weeks) Fees Level: Corresponding to L2.
Main Duties and Responsibilities: 1. To draft, finalize and submit an inception note and evaluation tool, after they are reviewed jointly by UNICEF, MOH-RSS.
Guided by the approved inception note, carry out the evaluation process using approved evaluation tool, in close coordination with MOH, concerned SMoH, CHDs, and UNICEF-Juba Zonal Office.
Document (written & pictures) all the processes and the results of the activity and submit bi-weekly reports to UNICEF, copy MoH-RSS and relevant SMoH, County Health Departments and health facilities.
Prepare, submit and present final technical evaluation report to all stakeholders at the state and country level.
Deliverables: 1. Inception note/ frame work and evaluation tool for the evaluation process. 2. Bi-weekly evaluation progress reports. 3. Final technical evaluation report on motorcycle ambulances project.
Minimum Qualifications and Experience: 1. University degree or equivalent in medicine, nursing and midwifery, social science, public health or other relevant discipline, preferably with master’s degree in public health 2. Previous experience of project evaluation in a similar or related context
