Brief description: A highly experienced procurement professional this individual adds value by devising, developing and implementing strategies to significantly enhance professional procurement and commercial capability across DFID, and building effective extended procurement and key stakeholder networks across the organisation. This will improve support to the business and enhance Procurement Groups customer relationships.

We are working hard with business stakeholders across DFID to develop and strengthen their levels of commercial capability to improve their procurement performance. Our Business Support & Relationship Management team (part of the central Procurement Team) leads this work which includes undertaking ‘procurement capability reviews’ and developing improvement plans with key business units. The team manages and improves communication and relationship management with key stakeholders to ensure effective engagement with the procurement team. This is an exciting opportunity to lead important change initiatives that impact across the organisation.
We are involved in the procurement of a wide range of goods and services, including managing OJEU competitions to appoint suppliers with the expertise to design and deliver international development projects overseas. We are also developing and implementing category strategies and framework agreements for key areas of spend and working to help DFID manage major supplier relationships more effectively.
We have a permanent vacancy for a Procurement Manager on our Business Support and Relationship Management team.
This role offers the opportunity to join a great team who work together to play a crucial role in DFID’s delivery of aid and international development assistance. The role may require occasional travel within the UK and overseas, mainly to DFID Country Offices in Africa and Asia.
Key responsibilities / deliverables
This role will contribute to a wide range of initiatives across the Business Support and Relationship Management team, taking direct responsibility for the delivery of a smaller number of these. The Business Support and Relationship Management team is responsible for:
- Driving improved procurement and commercial capability across DFID through the development of capacity, people and relationships.
- Leading the Commercial Capability Review (CCR) programme, including the development of processes and procedures. Defining new strategies and plans to enhance the CCR programme and build DFID momentum to increase levels of procurement and commercial capability across all business units. Linking to Procurement Group policy areas, systems and DLAs where appropriate and utilising the Commercial Advisor and Delegated Procurement Officers (DPOs) networks to roll out and implement best practice locally.
- Strengthening Commercial Advisors capacity, championing further endorsement by the commercial board / business units to expand the programme. Target successes from existing team to promote value added via the communications plan. Linking best practice and lessons learned into local improvement plans and identify synergies to encourage collaboration and sharing information via technology.
- Identifying members of the extended procurement community across DFID and building an effective collaboration network by driving regular and relevant communication / information exchange forums.
- Ensuring that relationships with and between DPOs are strengthened, well supported and based on a clear and common understanding of roles and responsibilities and alignment to Procurement Group procurement strategy.
- Defining, developing and implementing a strategy for learning and development (L&D) for staff in the extended procurement network. Ensuring that this incorporates and is based on regular analysis of L&D needs and the development of a ‘procurement curriculum’ that uses all relevant L&D tools (e.g. e-learning, coaching, use of secondments etc)
- Improving Procurement Group Helpdesk and Query management performance and efficiency through more effective co-ordination. Monitor volumes and identify trends and potential areas for developing improved guidance and communications to minimise or mitigate the volume of general enquiries.
- Leading the development and implementation of the Procurement Group communications strategy to raise the profile, awareness and performance of the procurement specialism and value add of Procurement Group and the commercial agenda across DFID.
- Developing, (in conjunction with the Head of Profession), the DFID Professional Cadre for Procurement by defining the value proposition and developing and implementing a strategy to deliver this effectively.
- Ensuring that relationships with Procurement Group India, the Commercial Adviser network and the regional procurement network are strengthened well supported and activities are focused and based on a clear and common understanding of roles and responsibilities and their alignment to PrG procurement strategy deliverables.
- Developing, maintaining and leveraging effective relationships with key internal and external stakeholders, including across government and in particular with the Cabinet Office Efficiency and Reform Group (ERG).
- Ensuring increasingly effective co-operation and co-ordination across Procurement Group teams and contributing significantly to cross-DFID working (particularly within Finance and Corporate Performance Division (FCPD) and across Divisions).
- Champion change management and identifying improved new ways of working within Procurement Group and across DFID, to support the development of an enhanced procurement capability.
- Strong contributions to and supporting the Procurement Transformation process, to ensure the successful delivery of the Procurement Group improvement plans and departmental objectives.
- Embracing and influencing positive change, active involvement in ‘improving Procurement Group activities’ and identifying new and improved ways of working within Procurement Group and across DFID, to support the development of an enhanced procurement capability.
- Supporting the development of others in Procurement Group, at all grade levels by sharing technical knowledge and providing coaching where appropriate.
