General Description of the Program
GOAL has been working in South Sudan since 1998. GOAL South Sudan currently has four programme sites: Twic County, Warrap state; Agok, Abyei Administrative Area (AAA); sobat corridor and Maban, Upper Nile State; The current GOAL programmes focuses on four main sectors: Primary health care, Nutrition, Water, sanitation and hygiene promotion (WASH), women’s Adult literacy Education Programme (REFLECT) and sustainable livelihoods.
General Description of the Role
This position demands excellent clinical knowledge, training and staff management skills needed to manage health facilities within a rural refugee set up. The Clinical Officer will be responsible for diagnosis and treatment of common illnesses under the supervision of medical doctor in the health facilities. This position demands an ability to train and support the local health staff. The Clinical Officer will be directly responsible for clinical diagnosis and treatment, immunisation, routine ANC and PNC checks and preventative measures including health education and promotion to the patients. The clinical officer will also be required to ensure that clinics are given adequate cover for 24 hours a day. This will be through rotational cover amongst the Clinical Officers.
Key Duties
o Support in the initial setup of Batil PHCC/U in Batil refugees camp.
o To ensure timely and accurate clinical diagnosis and treatment following the MOH guidelines
o To ensure that relevant MOH policies, guidelines and protocols are implemented and are displayed in the health facilities for easy reference
o Ensure that drugs are dispensed as per prescription and that initial doses are taken in the clinics.
o Diagnose and treat STI following the syndromic management
o Ensure safe waste disposal
o Ensure accurate collection and reporting of clinic data. Clinic registers maintained and updated as appropriate.
o Ensure that responsibilities assigned are undertaken and progress made reported regularly.
o Ensure screening of Malnutrition for all children <5’s is done systematically in the clinics by having all children weighed and their MUAC taken at every clinic visit.
o Attend the continuing medical education organised in the field by the medical doctor
o Maintain the EPI solar fridges and ensure that the ordering of vaccines are done in time to ensure timely delivery hence avoiding vaccine ruptures
o Supervise ORS corners in the refugee camps.
o Ensure that aseptic procedures and universal precautions are followed during patient care.
Requirements (Person Specification)
• Qualified clinical officer, registered with MOH GoSS or from the country of origin.
• Relevant international courses
• Previous experience in PHC/health programmes in similar position with international organisations/agencies desirable
• Fluent in spoken and written English; good spoken Arabic
• Staff management/training experience and good inter-personnel skills
• Enthusiastic, keen to travel and work extra hours to achieve the objectives of the programme
• Ready to work and live in basic conditions
