The International Catholic Migration Commission (ICMC) is an international non-governmental organisation serving and protecting uprooted people – refugees, internally displaced persons and migrants - regardless of faith, race, ethnicity or nationality. ICMC advocates for rights-based policies and durable solutions directly and through a worldwide network of member bishops conferences, and alongside government and non-governmental partners. ICMC wishes to engage an Anti-Trafficking and Child Protection Specialist to conduct a mapping exercise of Child Protection needs and children trafficking issues in South Sudan where Separated and Unaccompanied Children (SUAC) are a widespread phenomenon. Since SUACs are very vulnerable to trafficking, ICMC is considering putting in place a multi-year project that will increase children’s protection and contribute to the prevention of and/or response to child-trafficking in South Sudan.
PURPOSE
The purpose of the mission is to undertake a complete mapping of the needs and available services for the target group outlined above and to identify gaps in service provision and potential activities to reduce the vulnerability of SUACs to trafficking. The mission findings will be used by ICMC to design a Child Protection project focusing on anti-trafficking issues, for implementation with appropriate local partners. The Consultant will report to ICMC’s Operational Department located at its Headquarters in Geneva, Switzerland.
KEY RESPONSIBILITIES
1) Conduct an initial assessment of child protection needs with a focus on Separated and Unaccompanied Children (SUAC) and on child trafficking issues in South Sudan; 2) Map current services providers (government, IOs, (I)NGOs) for SUAC and trafficked children with the aim to identify shortcomings and gaps in terms of sectors and geographical areas; 3) Produce a contact list for organizations providing assistance to this target group, in particular faith-based organizations, as well as contacts of relevant local government structures and officials; 4) Evaluate and recommend potential local implementing partners, in particular church based partners. Use and complete the ICMC Partnership Assessment Form for each prospective implementing partner; 5) Propose options for potential activities that can be implemented in the child-protection and anti-trafficking area to respond to the identified needs and protection gaps; 6) Produce a problem and action-oriented mission report; 7) Assess the security situation and risks involved for both ICMC and prospective local partners.
LOCATION
South Sudan, Juba, and field visits. A work plan for the mission will be prepared and shared in due time with the consultant.
EXPECTED DELIVERABLES
The Consultant will produce an action-oriented mission report which shall cover the following issues: • Assess the most serious humanitarian needs in the child protection and anti-trafficking sector in South Soudan; • Highlight protection gaps; • Map humanitarian actors and service providers in this sector; • Assess and review the capacity of prospective implementing partners, with priority to local church-based organizations; • Suggest humanitarian interventions and determine logistical and operational needs for sustaining actions to increase children’s protection and to contribute to the prevention of child trafficking in South Soudan; • Assess the feasibility and challenges associated with humanitarian actions in response to child protection needs.
CONDITIONS OF CONTRACT
The person selected for this position will be offered a one (1) month consultancy contract. In addition to a competitive consultancy fee (lump-sum), ICMC will cover all costs associated with the mission such as visa, travel, accommodation, daily allowance, car rental, phone etc.
QUALIFICATIONS AND KEY COMPETENCIES
• University degree (BA) in International Law, International Development or other relevant discipline; • Minimum of five (5) years of relevant working experience with INGO’s or UN agencies, in particular within the field of child protection / anti-trafficking; • Proven knowledge and experience in designing and managing child protection and/or anti-trafficking projects; • Substantive experience in conducting participatory protection assessments; • Prior experience in Africa in insecure environment essential, experience in South Sudan and/or knowledge about the country an asset; • Excellent oral and written English language skills; • Excellent research, writing and analytical skills; • Computer literacy; • Self-driven personality with excellent organizational/logistical skills and ability to independently organize a mission schedule without local office support.
