The Deputy Coordinator will be a member of the INEE Secretariat, working with other members of the Secretariat – based in New York, Geneva and Paris – as needed and under the overall direction of the INEE Director based in New York. The Deputy Coordinator will work closely with and be directly supervised by the Coordinator, based in Nairobi. The work of the Pan-African Knowledge Hub is a development-policy task within the scope of the BACKUP Education being assisted by the Government of the Federal Republic of Germany. All tasks of the Pan-African Knowledge Hub will be agreed upon with the manager of the BACKUP Education at GIZ.
The position is to begin immediately and to last through the end of the current project term of end of July 2013 with the possibility of an extension from that point.
Background:
The Inter-Agency Network for Education in Emergencies (INEE) is a 10-year-old network dedicated to ensuring that all people have access to safe, quality, relevant education in times of crisis and conflict.
INEE is currently seeking a Deputy Coordinator to be based in Nairobi, Kenya, to contribute to the effective functioning of the INEE-GIZ Pan-African Knowledge Hub by providing knowledge management and other program support. The Pan-African Knowledge Hub is part of the “German BACKUP Initiative -- Education in Africa” (BACKUP Education) of GIZ, assisted by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by INEE. The Knowledge Hub is based out of Nairobi and Africa-wide in scope.
The goal of the Knowledge Hub is to support South-South learning and exchange that facilitates improved access to and utilization of international funding mechanisms for education (such as the Global Partnership for Education). To achieve this goal, the Knowledge Hub serves as a platform for sharing knowledge and experience on funding, planning and managing education among African countries. Through its facilitative activities, the Knowledge Hub hopes to better equip African colleagues to manage the processes that accessing or utilizing these mechanisms require (e.g. developing or implementing an education sector plan).

Responsibilities:
Knowledge Management (approximately 70%)
Under the supervision of the Coordinator for the Knowledge Hub, the overall coordination of the GIZ BACKUP education manager and the INEE director and in collaboration with other INEE Secretariat members as appropriate, develop and implement knowledge management strategies that support the work of the Knowledge Hub.
Knowledge management for the Knowledge Hub will include at least two components:
Management of data, information and knowledge collected internally to the Knowledge Hub (e.g. through an ongoing scoping exercise of education actors, activities and developments across Africa) that will contribute to Knowledge Hub strategies, work plans and activities; and
Management of knowledge generated and shared through Knowledge Hub activities for further sharing and dissemination with stakeholders and partners.
Among other things, strategies must be innovative; intended for country-, regional- and global-level audiences; tailored to the needs and capacities of the stakeholders involved and/or targeted; and use a range of technologies for knowledge management from more traditional means (e.g. print documents, email, web) to recent, cutting-edge developments (e.g. webinars, mobile devices).
Specific activities include but are not limited to:
Manage data and information collected through the Knowledge Hub scoping, mapping and needs assessment exercise (ongoing from March 2012 through June 2012, and beyond) such as organizing and tracking a) background documents, studies, reports and other materials and b) Knowledge Hub contacts, communications and processes.
Organize development of reports or other documentation from meetings or other Knowledge Hub events/activities.
Develop and implement tailored dissemination strategies for information shared and knowledge generated during activities (e.g. meetings, workshops, etc.).
Facilitate translations of all materials and communications of the Knowledge Hub.
Manage electronic communications including a) developing and implementing the Knowledge Hub listserv (e.g. managing contact lists, drafting listserv messages, organizing contributions, sending and tracking messages, archiving messages on the INEE website, etc.), b) developing, updating and managing the Knowledge Hub webpages on the INEE website; and c) managing the Knowledge Hub email address (e.g. responding to requests for information from stakeholders, etc.)
Collect and provide information to the BACKUP Education team in Germany on trainers, training institutions and training opportunities for their database.
The Deputy Coordinator will liaise with the INEE Coordinator for Knowledge Management (based in Geneva) and the INEE Portuguese and French Language Community Facilitators to support collaboration and engagement and ensure coherence of activities across the network.
Other Program Support (approximately 30%):
In addition to knowledge management tasks and activities, the Deputy Coordinator will support the Coordinator to ensure effective functioning of the Knowledge Hub. The Deputy Coordinator will:
Serve as member of INEE Secretariat including:
Participate in weekly Secretariat calls to inform collaboration of the Knowledge Hub with the rest of the network.
Participate as requested in biannual meetings of the INEE Steering Group and INEE Secretariat (international travel required).
Organize dissemination of INEE tools and other materials per the needs of and requests to the Knowledge Hub.
Facilitate information sharing with applicants to BACKUP Education (e.g. providing information via phone and/or email, connecting potential applicants to the BACKUP Education team in Germany, etc.).
Support project monitoring and reporting including:
Implement monitoring strategies for the Knowledge Hub including inputting updates and information from Knowledge Hub activities into the web-based monitoring tool of BACKUP Education.
Liaise with BACKUP team as needed and appropriate for project monitoring and reporting.
Draft biannual technical reports on the Knowledge Hub to be submitted to GIZ.
Work with INEE Administrator in New York to ensure completion and on-time submission of financial reports with technical reports.
Participate as requested in biannual meetings with the BACKUP Education team (international travel required).
Provide additional administrative and logistical support as required and in conjunction with the Coordinator including:
Support for hiring, contracting and administrative issues with vendors, consultants and interns.
Support for planning and logistics of Knowledge Hub events.
Submit and track invoices, purchases, etc.
Track income and expenditures in collaboration with the INEE Administrator based in New York.
Requirements:
Bachelors degree in knowledge management or another relevant field (e.g. education, international development, international affairs, peace and conflict studies, etc.). Masters degree is preferred.
Minimum 3 years progressive, directly relevant work experience in knowledge management.
Proven and demonstrable skills for coordination and facilitation including experience managing complex projects and deadlines involving different and multiple partners. Experience supporting networks is a plus.
Ability to be flexible and adapt to changing needs, and responsive to requests from partners and stakeholders.
Excellent writing, editing and formatting skills.
Strong understanding of education and international development in Africa including: education planning and system management (e.g. financing, coordination, monitoring, etc.); education’s role in peace, conflict and fragility; major actors (e.g. UN agencies, NGOs, donors, etc.) involved in education in Africa; etc.
Knowledge and understanding of INEE.
Fluent (writing, reading and speaking) in English and French is required. Fluency in Portuguese is an asset.
Willingness to travel, also in countries affected by conflict and crisis.
