Objectives
The Ethiopia Country Office (ETFO) of the African Development Bank has been established to strengthen policy dialogue between the Bank and the Government and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners.
The Bank invites applications from suitably qualified candidates to fill in the vacant position of Disbursement Assistant. This position is based in Addis Ababa, Ethiopia and does not attract international terms and conditions. The incumbent will contribute to the functions of the Loan Disbursement Division which ensures timely disbursement of approved loans and grants, in accordance with the rules of the Bank. As the function that releases funds for the execution of Bank Group funded projects, the Division has the dual role of expediting the payments and ensuring compliance with contract provisions and Bank Group policies and guidelines.

Duties and responsibilities
Under the direct supervision of the Resident Representative (ETFO), the incumbent will carry out the following functions:
Disbursement Transaction Processing
- Analyze disbursement applications to determine: (i) appropriateness of the request; (ii) adequacy of supporting documentation; and (iii) compliance with contractual documents and Bank Group policies and procedures.
- Identify irregularities and/or non-compliance, highlighting circumstances the Banks’ exposure to financial risk for further investigation.
- Reconcile loan/grant accounts against borrower/beneficiary submissions.
- Engage in regular exchanges (written and verbal) with borrowers and operations staff on disbursement and project implementation related issues.
- Review and recommend changes to disbursement systems, policies, and procedures to promote timeliness, accuracy, and efficiency in processing while maintaining appropriate internal controls.
Project Management
- Participate in loan negotiations to ensure that disbursement arrangements are compliant with Bank Group policies.
- Participate in project launching and supervision missions.
- Monitor utilization of cash advances to borrowers, ensuring prompt and proper accounting for funds in accordance with Bank Group policies and procedures and international accounting standards.
- Maintain disbursement records to ensure the efficiency of project implementation.
- Provide input on audit reviews, and monitor borrower compliance with audit findings.
- Participate in loan disbursement missions to verify financial management capacity of project implementation units and their use of project of resources.
Capacity Building
- Participate in training of Bank staff and borrowers on disbursement policies and procedures.
- Participate in the design of materials for disbursement seminars and workshops.
- Coach and mentor new Disbursement Assistants on disbursement procedures.
Departmental/Divisional Tasks
- Participate in field office/divisional task forces.
- Identify issues relating to disbursement policies, procedures and guidelines and recommend actions or enhancements.
- Undertake ad-hoc assignments at the discretion of the Resident Representative.
- Participate in the review of project documents such as Appraisal Reports, Country Strategy Papers, Project Completion Reports and provide input to supervisors.
Selection Criteria
Including desirable skills, knowledge and experience
- A minimum of a Bachelor’s degree or its university equivalent in Accounting.
- Membership of an internationally recognized professional accounting body would be an advantage.
- At least six (6) years’ relevant professional experience in accounting preferably in a computerized environment of a large organization.
- Good understanding of basic general accounting concepts and principles, and their application.
- Systematic and analytical skills, with strong numerical ability, and great attention to detail.
- Good interpersonal skills and ability to provide feedback.
- Excellent spoken and written English. A working knowledge of French would be desirable.
- Competence in the use of standard MS Office software (Word, Excel, PowerPoint, Project).
- Knowledge of SAP S/R would be an advantage.
