Job Title:	Emergency Response Manager, Upper Nile
Reports to:	Emergency Coordinator
Reporting lines	CP Advisor, EiE Advisor, and field staff
Grade:	4.5
Child Protection Level:	3 - The responsibility of the post may require the post-holder to have regular contact with children or young people.

Job Purpose

The emergency response manager will lead and manage the emergency response team, building on the results of the rapid needs assessment; identify needs and resources and elaborate programme recommendations for the emergency response in line with Save the Children in South Sudan and global priorities. S/he will be responsible for development of the emergency response program in Upper Nile state.

Key accountabilities

• Assume overall management of the emergency response including but not limited to management of finances; security; recruitment; logistics and programme development and implementation.

• Lead, support and motivate assessment team members and take responsibility for all management related issues for the emergency assessment, ensuring that team members have clear objectives and receive meaningful feedback on their performance.

• Ensure rapid emergency assessments are undertaken as required with changing situation and that revisions to programme plans are adapted appropriately in line with overall response capacity and SCiSS focus on education and CP.

• Recommend on the content and staffing of the emergency response, and for defining and requesting the support needed from Juba office.

• Ensure that programme objectives and activities are agreed within the context of Save the Children values, aims and objectives.

• Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.

• Represent Save the Children’s emergency response to local authorities, donors and members of the humanitarian community in Upper Nile state.

• Coordinate closely with other I/NGOs working in the area to ensure no duplication and minimal gaps in service provision to the affected population

• Produce high quality, analytical reports and supply regular sitreps and lead on media communications relating to the response.

• Monitor the implementation of grant budgets, keeping Juba office informed and ensuring any corrective actions are taken.

• Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.

• Ensure optimal security management procedures and practices are in place for the emergency response programme and continually monitor the security situation, adapting staff safety procedures accordingly.
  
• Comply with all relevant Save the Children policies and procedures with respect to child rights and protection, health and safety, equal opportunities and other relevant policies.

• The Emergency response manager will produce a final assessment document by end of his/her mission. This will make clear recommendations re proposed program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support sources.

Person specification

Essential:

· Substantial experience working with an international non-governmental organisation within an emergency environment.

· Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.

· Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.

· Solid experience in grant management, including budget holding and donor reporting.

· Substantial previous experience in security management.

· Ability to produce high quality reports.

· Representational, political awareness and advocacy skills.

· Ability to work with limited support from line manager.

· Fluency in written and spoken English and computer literate.

· Commitment to and understanding of Save the Children’s aims, values and principles.
