Since 2002, the Clinton Health Access Initiative (CHAI), formerly the Clinton HIV/AIDS Initiative, has been assisting Ministries of Health in developing countries to implement large-scale, integrated HIV care, treatment, and prevention programs. Additionally, CHAI provides support in other areas such as Malaria, Human Resources for Health, Vaccines, and Maternal Neonatal and Child Health (MNCH). CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%. We partner with governments and other stakeholders to strengthen healthcare systems and develop sustainable strategies to overcome obstacles to scale-up in order to achieve our ultimate objective: universal access to high-quality health services regardless of socioeconomic status.
CHAI is currently seeking a health economist who will support multiple health financing projects that focus on the operationalization and scale-up of health financing mandates set forth by the Rwanda Ministry of Health. The projects require economic modeling to identify the greatest systems gaps and allocative inefficiencies; and to determine which approaches most comprehensively address these issues.
The position requires someone with a mastery of economic modeling of health systems and task prioritization as they will support multiple teams. Candidates must have excellent communications skills and cultural sensitivity as they will be working closely with MoH partners. They must exhibit a passion for results and commitment to excellence. Responsibilities:
The health economist will provide support in three areas: modeling, analytics, and information exchange. Specifically, she/he will be responsible for the following:
•Undertake quantitative analysis and evaluation of health financing options (policies, traditional and innovative financing mechanisms, health insurance schemes, etc.) and their impact on fiscal space, financial access, and health outcomes;
•Support the development of country-appropriate assumptions, scenarios, and models to identify direct effects and externalities of health financing mechanisms;
•Develop comprehensive, dynamic gap analysis models along side CHAI country teams and government counterparts which require
•Forecasting resource flows with consideration of macroeconomic variables,
•Forecasting health financing needs with consideration of demographic trends,
•And conducting sensitivity analyses as needed;
•Building analytical capacity of Ministry health financing analysts;
•Facilitate idea exchanges across other topic and country experts on health financing challenges
Qualifications:
•Master’s Degree in Economics, preferably with an emphasis in health
•3 to 5 years of working experience in the private or public sector
•Proficient in developing forecasting models tailored to the health sector
•Excellent oral and written communication skills, ideally in both English and French
•Knowledge of health financing, health systems strengthening, and/or global healthcare systems
•Experience working and living in resource-poor settings and working in a multicultural office environment
