The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006, to Ethiopia in 2011 and Yemen in 2012. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab and Molo) , Ethiopia (Addis Abeba and Dolo Ado) and in Sana, Yemen.
NRC has large Shelter, Education and Distribution programs in Somalia, Kenya and Ethiopia. In Somalia, and in Puntland in particular, the question of land tenure is an important aspect of the shelter programs. NRC would like to increase its capacity to support secure land tenure for beneficiaries of shelter assistance through the development and implementation of an ICLA project focusing on Housing, Land and Property issues in its initial phase. In addition, the response to IDPs in Somalia has struggled due to a lack of coordination and updated information on IDP settlements. NRC wishes to increase its capacity to provide settlement governance training and follow the needs and developments in targeted settlements.
Job description Fundraising ■Cultivate key contacts on ICLA and Settlement Management related issues ■Remain informed about relevant funding opportunities ■Draft proposals and concept papers for ICLA and Settlement Management activities
Technical Leadership ■Draft terms of reference and work plan for the Puntland ICLA and Settlement Management staff ■Create tools, systems and capacities necessary for the ICLA activities and for support to Settlement Management
Administrative ■Manage budget lines related to ICLA and Settlement Management ■Recruit, train and manage staff for ICLA and Settlement Management activities
Information/ Reporting ■Prepare progress reports ■Support the preparation of reports for donors or Oslo ■Development of monitoring and evaluation framework and tools to monitor the progress of ICLA and Settlement Management activities

Qualifications ■Masters degree in political science, international relations, development, or other relevant program ■Coursework in law, international law, and human rights ■At least three years’ experience in IDP /refugee related programmes ■Experience in running workshops and training of trainers ■Proven management and programme development experience ■Experience in administration and personnel management ■Experience with advocacy ■Experience in working on Housing, Land and Property issues ■Sound financial and donor reporting skills ■Significant understanding of complex emergencies and crisis contexts ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Solid experience working with authorities on sensitive issues, (e.g. land) ■Good understanding of international and local legal frameworks and experience in working with statutory and customary institutions ■Successful fundraising experience ■Fluency in the English language; knowledge of Somali language an asset ■Computer skills
