INTERNAL AUDIT ASSISTANT
The Intergovernmental Authority on Development (IGAD) has received funds from the European Union (10th EDF) through the Regional Integration Support Programme (RISP II). The funding is to support IGADs integration agenda to be coherent and in line with other regional integration activities in the ESA-IO region.
The Secretariat intends to use part of the funds to recruit an Internal Audit Assistant for purpose of building capacity and re-enforcing management of the IGAD Secretariat.
Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

Duration: One year renewable subject to performance appraisal and availability of funds
1. Job Summary
Under the general guidance of the Internal auditor; the Internal Audit Assistant will assist the internal Auditor to review the Financial System of the Secretariat in accordance with generally accepted auditing and professional standards; to determine the adequacy of internal controls, efficiency of the policies and procedures and to ensure adherence to applicable laws and regulations. She/he applies auditing skills and accounting acumen to perform tasks.
The incumbent shall be responsible to:
2. Core Duties & Responsibilities
1. Study the assigned audit subject to obtain a working knowledge of the nature of the subject; identify key risk areas,
2. Develop the assigned audit plan including scope and objectives of the audit, and audit procedures and obtain the Internal Auditor approval for action;
3. Carry out tests, evaluate the results and draw conclusions, discuss with the Internal Auditor;
4. Assist in the review of financial reporting systems to confirm adherence to generally accepted accounting principles (GAAP);
5. Assist in the reviews of systems established to ensure compliance with policies, plans Procedures and regulations.
6. Draft audit recommendations and write audit memos;
7. Draft the audit report and obtain approval from the Internal Auditor
8. Follow up the implementation of recommended actions for improvement;
9. Assists the Internal Auditor in the audit of all revenues, in particular contributions from Member States and development partners and other sources;
10. Assists the Internal Auditor in the audit of expenditures in relation to approved programs and allocated funds;
11. Provide assistance to the Internal Auditor and External Auditors as and when required;
12. Conduct special assignment as may be assigned by the Internal Auditor;
13. Perform any other related duties as assigned by the IA.
3. Education & Experience:
Bachelors Degree in Accounting, Finance, or Business Administration. (CPA) or certified Internal Auditor (CIA) designation.
At least 5 years professional auditing, accounting or related experience, preferably in Regional, International organization
4. Knowledge and skills
1. English languages, written and spoken.
2. Ability to demonstrate good judgment and a strong learning curve to understand the secretariat’s business processes.

The position will be based at the IGAD Secretariat in Djibouti with occasional visits to satellite offices in the region.
6. Terms and conditions of Service
This position is EU funded and is a non established position whose contract terms are limited to the period of support; it may be renewed subject to performance and extension of the funding. The post offers attractive consolidated remuneration package.
