OVERALL DESCRIPTION
General Description of the Program
GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL South Sudan is operating in 4 field sites; Twic County, Agok and Sobat and Maban in, Upper Nile State. At these sites GOAL South Sudan implements public health programmes including curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene and nutrition promotion. GOAL also delivers water and sanitation services and initiatives to improve livelihoods and adult literacy.
General Description of the Role
The primary role of the Livelihoods Manager is to manage the implementation of the livelihoods programme which mainly comprises an agricultural programme including the following activities: setting up demonstrations gardens with tree nurseries, supporting the agricultural extension department in setting up mother stock and pest control capacity, a special component promoting bananas and papayas with the development of water points, stakeholders, forums, etc.
The Livelihoods manager will ensure that the livelihoods/agricultural programme builds upon defining, for the community, sustainable livelihood options and create opportunities for agricultural diversification. GOAL recognize the importance to set up the programme as a community-driven programme to ensure long-term impact and to build ownership in the programme.
Key Duties
At programme management level
• To be fully conversant with all relevant project proposals, including relevant assessment reports and MICS surveys,
• Supervise the activities of the programme including the maintenance of GOAL run, and community gardens and tree nurseries plus support in terms of technical advice and agriculture inputs for the set up of community owned gardens as required
• Develop, manage and adjust the Project Management Plan (PMP) as required,
• Develop, review and adjust the technical packages proposed in the intervention (including types of crops, techniques, introduction of adapted technologies, etc.),
• Oversee the maintenance of existing GOAL run and Community gardens and build capacity on pest control with the agricultural extensions department, including provision of relevant training,
• Organise all technical trainings to staff, extensions and community groups as required,
• With the extensionists, provide required training to develop the beneficiaries’/ farmers’ skills and knowledge of vegetable and fruits trees production, on establishment of fruit tree nurseries, on soil conservation and environmentally sound agricultural practice.
• Organise, jointly with the agricultural extension department, stakeholders forums,
• Ensure the 'quality' implementation of the Programme developed,
• Facilitate the implementation of the field surveys and livelihoods assessment at county, villages and households level.
• Liaise closely with, the Nutrition team on implementation of the activities and in identifying beneficiaries for the demonstration gardens Programme.
• Facilitate the distribution of agriculture inputs to the beneficiaries.
• Organizing farmers’ groups, farmers’ meetings and farm visits as required,
• Set up a promotion team for Moringa tree to carry out promotion activities including cookery demo for moringa and meetings with community members and local authorities
Budgetary management
• Ensure that the procurement orders are duly processed as per plan,
• Ensure that budget is respected and inform Program Support Coordinator and ACD-programme of any foreseen under or over spending and get approval before any over spending is incurred,
• Provide information for relevant budget preparation when required,
Team Management
• Supervise a team of nine Extensionists and four of the promotion team
• Ensure that every members of the team has a clear defined work plan.
Monitoring and Reporting
• Ensure the use of the checklists developed,
• Prepare monthly activity reports.
• Contribute to donors and internal reports, as required by the AC, PSC or the ACD-Programme,
• Ensure constant monitoring the planting and use of seeds distributed by GOAL.
Project proposal writing
• Contribute, as required, on project proposal writing.
Coordination
• Promote and abide by adequate and continuous coordination with other GOAL including with nutrition and Watsan as required by the programme,
• Liaise with the Agricultural extensions department as required for the good implementation of the programme,
• Liaise with other NGOs as required for the good implementation of the programme.
General
• To keep the AC, PSC and ACD-Programme appraised of all activities and any difficulties that may arise, including external influences in the operating environment.
• To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of Goal’s overall Programme aims.
• Perform any other relevant duties as required by the AC, PSC or ACD-Programme
Requirements (Person Specification)
• College or University degree in tropical agriculture or rural development, being an advantage.
• Relevant managerial field experience on livelihood, food security and/or agricultural programs,
• Experience in working with and through partnership with local development actors and local authorities,
• Capacity to understand overall strategies and see how it needs to translate into concrete activities
• Experience in proposal and budget preparation and report writing (English).
• Staff management, personnel and training skills.
• Good computer skills. Working knowledge of Microsoft Word and Excel essential.
• Oral and written English essential.
• Knowledge of basics on rural community development
• Capacity to understand the place and the impact of community/local knowledge and community/local issues on a livelihood and food security program.
