PATHFINDER STRIVES TO STRENGTHEN ACCESS TO FAMILY PLANNING, ENSURE AVAILABILITY OF SAFE ABORTION SERVICES AND POST-ABORTION CARE, ADVOCATE FOR SOUND REPRODUCTIVE HEALTH POLICIES, AND, THROUGH ALL OF OUR WORK, IMPROVE THE RIGHTS AND LIVES OF THE PEOPLE WE SERVE. | Program Overview | The UK Department for International Development (DFID) has released a tender for a consortium to strengthen basic health service provision in the DRC in at least 30 health zones in up to four provinces, improving access to primary and secondary care for at least 3.5 million people over the period 2013 – 2018. | Position Purpose | Pathfinder International seeks an experienced Senior Technical Advisor-Capacity Development/Health Systems Strengthening to lead two other Technical Partners in the area of RMNCH in an anticipated upcoming project in the DRC. The Advisor will plan, coordinate, direct and manage activities under the anticipated project, which is heavily focused on building the capacity of community level reproductive, maternal, neonatal, child health (RMNCH) delivery mechanisms, while re-enforcing the Ministry of Health’s (MSP) ability to create policy and guidelines that lead to improvements in health service delivery. He or she will provide overall technical assistance and oversight of RMNCH activities and manage staff to ensure enhanced service delivery and increased capacity at both the community and national health system levels. Strengthening this “zone of interaction” between the community and local health system that leads to improved RMNCH service delivery is imperative to this role. Emphasis will be put on the Advisor’s ability to develop innovative approaches to build the capacity of communities to improve RMNCH services. The position is contingent upon program award and available funding. | Key Responsibilities | · Conduct community and health facility assessments to diagnose the core issues that are impeding service delivery/care around RMNCH. · Develop and implement plans and programs to address deficiencies and improve partner performance. · Assure skills transfer to and enhanced technical capabilities of partners' staff as well as community health workers and local health care staff under the MSP. · Provide technical assistance for community program/organizational management, supervision, systems development, strategic planning, sustainability initiatives, restructuring, and strengthening governance. · Develop mechanisms and establish benchmarks, indicators and processes for evaluating, monitoring, and documenting progress in institutional development. · Assist in the dissemination of lessons learned, innovative models and best practices for building community level and institutional capacity. · Supervise a staff comprised of consultants and other experts who contribute to these initiatives and deliverables. | Basic Requirements (Candidates must meet basic requirements to be considered for this job) | · Advanced degree in Social Sciences, Public Health, Management, or related fields. · A minimum of eight years of direct field experience in community mobilization/institutional capacity building, with management bi-lateral or multi-lateral organization, NGOs working in reproductive health and family planning. · Experience in the provision of technical assistance in reproductive health program design, planning, implementation, assessment, and monitoring. · Demonstrated technical expertise in the development and implementation of strategic or sustainability plans, community and organizational needs assessments, institutional development plans, supervisory, planning and other program management or monitoring systems, management training, and proposal, materials, and budget development. · Demonstrated experience managing staff. · Fluency in English and French is required. · Experience working in Africa is required. | Preferred Qualifications | · Experience working in the DRC or in a conflict zone preferred. · Proven ability to create and maintain effective working relationships with host country national and local level government officials, stakeholders, INGOs, implementing partners and U.S. government agencies. |
