Program Overview | ||||||
The UK Department for International Development (DFID) has released a tender for a consortium to strengthen basic health service provision in the DRC in at least 30 health zones in up to four provinces, improving access to primary and secondary care for at least 3.5 million people over the period 2013 – 2018. | ||||||
Position Purpose | ||||||
Pathfinder International seeks an experienced Sr. Technical Advisor/Director for reproductive, maternal, neonatal, child health (RMNCH) activities for a consortium comprised of Pathfinder International and two other Technical Partners. The project will be heavily focused on building the capacity of community-level reproductive, maternal, neonatal, child health (RMNCH) delivery mechanisms while re-enforcing the Ministry of Heath’s (MSP) ability to create policy and guidelines that lead to service delivery improvements. He or she should have significant technical experience in managing RMNCH initiatives both at the community level and nationally, and working in challenging environments that require a high degree of collaboration with myriad stakeholders. The position is contingent upon program award and available funding. | ||||||
Key Responsibilities | ||||||
· Provide overall RMNCH technical oversight of the sub-project to ensure enhanced service delivery and quality within targeted health zones. · Manage RMNCH initiatives both at the community level and nationally. · Provide leadership in the design of service delivery models/systems to accelerate service expansion and to ensure technical quality of care. · Provide assistance to country programs as required, including assistance to the MSP and relevant organizations engaged in policy or health sector reform on RMNCH service issues. · Develop, review, and disseminate guidelines, standards of practice, protocols and other tools to improve quality in clinical and non-clinical settings. · Disseminate best practices at regional and international professional meetings. · Participate in development, preparation, and dissemination/publication of technical papers, documents, and materials. | ||||||
Basic Requirements (Candidates must meet basic requirements to be considered for this job) | ||||||
· Masters (or other advanced) Degree or Ph.D. in Public Health/Administration · Clinical degree required, RN or Medical Degree preferred. · Ten years of experience in RH/FP services in a technical capacity. · 5+ years managing RMNCH projects in conflict/post-conflict countries · 5+ years managing staff including consultants/short term technical assistance/remote staff · Technical expertise in several components of integrated MCH/FP, STI/HIV, quality assurance, and other selected RH/FP services through government, NGO or private commercial channels, including clinical and non-clinical services. · Demonstrated capacity to oversee development of work plans and report preparation. · Excellent written and interpersonal communication skills. · Five years residency in at least two developing countries (DRC experience preferred). · Demonstrated cross-cultural, teamwork, and computer skills. · Must be flexible and able to work in a challenging environment with limited resources. (DRC experience preferred) · Fluency in English and French is required. | ||||||

· Experience working in the DRC or in a conflict zone preferred. |
