Brief description: A highly experienced procurement professional with an in-depth understanding of procurement processes, strategic sourcing and supplier management, this individual is responsible for devising, developing and implementing tailored procurement strategies and procedures and also for providing senior level guidance across DFID.

We are involved in the procurement of a wide range of goods and services, including managing OJEU competitions to appoint suppliers with the expertise to design and deliver international development projects overseas. We are also developing and implementing category strategies and framework agreements for key areas of spend and working to help DFID manage major supplier relationships more effectively.
We have a permanent vacancy for a Procurement Manager on our Strategic Sourcing team. This exciting role offers the opportunity to use your commercial expertise improve value for money as you lead the development and implementation of key category strategies and the management of high value supplier relationships.
This role offers the opportunity to join a great team who work together to play a crucial role in DFID’s delivery of aid and international development assistance. The role may require occasional travel within the UK and overseas, mainly to DFID Country Offices in Africa and Asia.
Key responsibilities / deliverables
By direct involvement and where appropriate through the management of a team:
- Management of identified categories of spend.
- Driving procurement initiatives to deliver savings, added value benefits and improved value for money (VfM) and results impact for DFID and its businesses.
- Developing robust 3-5 year Category Strategies (with input from Business Partner and Programme Sourcing colleagues) to cover key categories of spend identifying opportunities and plans to increase VfM in the longer term.
- Manage procurement competitions to deliver strategic sourcing solutions and complex ‘non-standard’ procurements.
- Ensure the reporting and validation of procurement benefits to achieve benefits targets.
- Ensuring increasingly effective co-operation and co-ordination between categories and across PrG teams and contributing significantly to cross-DFID working (particularly within Finance and Corporate Performance Department (FCPD) and with Geographical and Policy Divisions).
- Driving and pro-actively managing compliance to the use of framework agreements (including HMG frameworks where appropriate). Monitoring, benchmarking and evaluating the performance of frameworks on an on-going basis.
- Developing effective relationships with key stakeholders, including on categories where there are multiple stakeholder contacts.
- Ensuring the implementation of effective Supplier Management practices and strategies in conjunction with relevant business stakeholders.
- Ensuring effective collaboration across government and with other relevant organisations to deliver benefit for DFID and its businesses.
- Embed change and new ways of working within Procurement Group and across DFID, to support the Procurement Transformation programme.
- Ensuring the effective implementation of eProcurement and P2P initiatives and strategies.
- Supporting the development of others in Procurement Group by sharing technical knowledge and coaching.
- Help to make Procurement Group a better place to work and participate positively in ‘people’ initiatives.
