Team Leader- Public Financial Management, Transparency and Accountability (DPF)

The Governance Programme of UNDP Somalia currently consists of three pillars: (i) public sector capacity building and institutional development, (ii) political governance (constitutional dialogue and elections) and (iii) local governance/ decentralization. The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development pillar of UNDP Somalia’s governance portfolio.

SIDP was set up in 2008 and works with governance institutions in South Central Somalia in Mogadishu, in Puntland and in Somaliland to build their capacity so that they can perform their functions more effectively. The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). Local staff will shortly be recruited for Mogadishu. In 2011, a redesign process shifted the emphasis for support away from specific institutions to thematic support to four key pillars working across a variety of institutions. These pillars are:

  • Public Financial Management, Transparency and Accountability;
  • Planning and Aid Coordination;
  • Public Sector Reform and;
  • Implementing the good governance tasks which assist a transition in South-Central Somalia.

The UN Strategic Assistance Framework for Somalia from 2010-2015 called for the development of a number of new joint and cross-agency programmes. In line with this push, a specific new Joint UN Programme on Accountability, Transparency and Integrity (ATI) is now being designed and developed by the UN Resident Coordinator’s Office, UNDP, the World Bank and UNODC. UNDP interventions under this programme are likely to primarily be housed and implemented under the Public Financial Management, Accountability and Transparency pillar of SIDP.

Currently, the Public Financial Management, Transparency and Accountability pillar of SIDP has been designed to cover a wide area of reforms. It has an approximate annual budget of around $3 million, spent across the three regions of Somalia (South Central, Puntland and Somaliland). Outputs under this pillar of SIDP aim to increase the collection of domestic revenues (inland and customs revenue); improve national and state budget processes; increase transparency and accountability in the use of public funds (covering accounting, auditing and procurement); and improve professional capabilities to manage, account and report on public funds. Activities under each of these outputs vary according to the contexts of the different regions in which SIDP operates. Following the 2011 redesign process, a greater emphasis is also being placed on working with civil society to improve social accountability in public financial management processes, including through improving participation and transparency in budget processes.

The successful candidate will provide strategic leadership to the the work on the Public Financial Management, Transparency and Accountability pillar of SIDP, and will act as the UNDP Focal Point for the new UN Joint Programme on Accountability, Transparency and Integrity. The post will be based in Nairobi, but a significant part of the post-holder's time will be spent, security permitting, in Mogadishu. He/ she will lead UNDP’s engagement with the Transitional Federal Government (TFG) and successive Federal Governments on the Public Financial Management, Transparency and Accountability agenda. The post-holder will report to the SIDP Project Manager and will provide matrix management in conjunction with the Head of UNDP’s sub-office in Hargeisa to a Public Financial Management specialist based in Hargeisa and other staff if and when appropriate. In addition, the successful candidate will also be expected to source and manage a wide variety of consultants with specialized skills who will deliver activities under the pillar.

Under the guidance and direct supervision of the SIDP Project Manager, the Team Leader is responsible for management of SIDP activities under the public financial management pillar. The Team Leader will oversee the work of the project in public financial management, including providing technical advice to UNDP and partners. The Team Leader supervises and leads public financial management technical specialists and project support staff in Hargeisa, Garowe and Mogadishu.

The Team Leader works in close collaboration with the Nairobi Governance and Rule of Law Programme Team, the Garowe, Hargiesa and Mogadishu Sub-Offices, the Nairobi operations team, the Resident Coordinator’s office , relevant programme staff in other UN Agencies (such as the World Bank, UNODC), and Government officials, technical advisors and experts, ensuring successful UNDP programme implementation. This team leader will promote cooperation and knowledge sharing in the successful implementation of the UNDP’s mandate.

Although current duty station is Nairobi, this can be reviewed in light of ongoing field office strengthening and subject to evolving security situation. Incumbent should be ready to move to Somalia if situation permits. The scope of work and required profile of the ideal candidate are detailed hereunder.

Duties and Responsibilities

Summary of Key Functions:
  1. Lead and coordinate delivery of Pillar 1 of SIDP covering Public Financial Management, Accountability and Transparency;
  2. Provide robust technical advice to Somali counterparts on Public Financial Management, Accountability and Transparency sourcing more specialized expertise where necessary;
  3. Promote inter-linkages between the Public Financial Management, Accountability and Transparency Pillar and the other three SIDP Project Pillars (Planning and Aid Coordination, Public Sector Reform and Political Transition)
  4. Act as the UNDP Focal Point for the development and implementation of the UN Joint Programme on Accountability, Transparency and Integrity;
  5. Promote networking and knowledge sharing within UNDP and the UN System in Somalia.

Lead and coordinate delivery of Objective 1 of SIDP covering Public Financial Management, Accountability and Transparency, focusing on the achievement of the following results:

a) Strategic Project Management
  • Develop annual workplans that contribute to the delivery of outputs under Pillar 1 of SIDP;
  • Oversee delivery and implementation of the workplans and take forward corrective action as necessary;
  • Manage and oversee the budget for Pillar 1 of SIDP, in support of the overall financial management responsibilities of the SIDP Team Leader;
  • Provide regular and effective matrix management and mentoring of the Public Financial Management Specialist based in Hargeisa;
  • Manage the delivery of the workplan and its outputs through consultants, contractors and NGOs, including developing terms of reference, participating in procurement, selection and hiring, and overseeing their delivery to ensure high quality outputs;
  • Work with the UNDP Somalia country office and project monitoring and evaluation specialists to ensure regular and effective monitoring and evaluation of all Public Financial Management, Accountability and Transparency activities, including the initial development of appropriate baselines and targets ;
  • Contribute to the identification of risks and issues and updating of risk logs in ATLAS;
  • Contribute to project reporting and prepare relevant briefs as necessary.
b) Coordination
  • Coordinate with the World Bank, African Development Bank, USAID to ensure clear roles and responsibilities in PFM and to avoid duplication of activities;
  • Coordinate with other UN and UNDP programmes especially the Joint Programme on Local Governance and Service Delivery and the Civilian Police part of the Rule of Law and Security Programme to help deliver more robust financial management processes in key local governance and security sector institutions.

Provide robust technical advice to Somali counterparts on Public Financial Management, Accountability and Transparency sourcing more specialized expertise where necessary, focusing on the achievement of the following results:

  • Develop good working relationships with key Ministerial counterparts in Mogadishu, Puntland and Somaliland;
  • Provide substantial inputs into policy debates on public financial management with government and civil servant counterparts;
  • Provide direct technical advice to counterparts, including training seminars, knowledge products and other key Project activities.

Promote linkages between the Public Financial Management, Accountability and Transparency Pillar and the other three SIDP Project Pillars (Planning and Aid Coordination, Public Sector Reform and Transition) to ensure overall cohesiveness in the delivery of project objectives, focusing on the achievement of the following results:

a) Planning and Aid Coordination
  • Ensure complementarity between activities to develop macro-economic and fiscal frameworks and development plans and broader planning processes;
  • Ensure work on public financial management activities, such as strengthening budget and procurement processes, effectively ties in with planning and aid management activities.
b) Public Sector Reform (PSR)
  • Build the capacity of Parliamentary Public Accounts and Budget Committees in the Transitional Federal Parliament (and any successor) and the Somaliland and Puntland Parliaments to properly oversee public sector expenditures and the outputs of public sector bodies;
  • Work closely with the PSR Pillar to review the development, delivery and impact of training modules to improve basic financial management processes within priority public sector line ministries;
  • Liaise with the PSR Pillar when developing/ overseeing the effective implementation of schemes and programmes to developing Somali cadres in professional accounting (e.g. ACCA, CIMA or CPA) and professional procurement (e.g. CIPS).
c) Political Transition in South Central Somalia
  • Provide technical expertise and recommendations on public financial management issues as they relate to the political transition at the federal government level in Mogadishu, especially on anticorruption and transparency, revenue generation and public expenditure management;
  • Provide and source technical expertise to improve financial management to specific high priority institutions (as identified by UNDP and donors) including the police, courts and ports authority etc;
  • Together with UNODC, provide technical advice and recommendations on how to ensure the effective working of the new Anti-Corruption Commission in Mogadishu (once established);
  • Work with other parts of UNDP and the UN Country Team to provide technical expertise and practical recommendations on how to improve financial management in emerging administrations as part of overall stabilization efforts.

Act as the UNDP Focal Point for the UN Joint Programme on Accountability, Transparency and Integrity, focusing on the achievement of the following results:

  • Position UNDP as a key partner in the development and implementation of the Joint Programme, including by providing robust technical expertise on a range of ATI issues including but not limited to implementation of the UN Convention against Corruption, anti-corruption initiatives in social sectors, freedom of information and social accountability approaches (public expenditure management tracking etc.)
  • Represent UNDP in meetings with other UN agencies involved in the Joint Programme on Accountability, Transparency and Integrity (UN Resident Coordinators Office, UNODC, World Bank initially, and other UN agencies as appropriate);
  • Prepare regular briefs for sharing with Country Office senior management and donors on UNDP progress on the design, development and implementation of the Joint Programme on Accountability, Transparency and Integrity;
  • Provide advice to the UN Country Team and other UN agencies on integrating accountability, transparency and integrity into programming and policy, as appropriate.

Promote networking and knowledge sharing within UNDP and the UN System, focusing on the achievement of the following results:

  • Coordinate closely with other UNDP programmes and projects to enhance integration and ensure coherence in Public Financial Management, Accountability and Transparency initiatives, especially in complex conflict and post-conflict settings;
  • Be the focal point on public financial management, transparency and accountability reforms for the UNDP Country Office and UN Country Team.

Required Skills and Experience

Education:
  • Masters degree in Business Administration, Finance or Economics or another relevant field, with 7 years experience;
  • Or 9 years of experience and a first level degree in Business Administration, Finance or Economics or another relevant field may be accepted in lieu of advanced university degree.
Experience:
  • At least 7 years of experience, with a masters degree, in governance programming in conflict or post-conflict setting; or 9 years of experience, with a first level degree, in the above areas;
  • At least 5 years of experience of providing technical advice on public financial management, accountability and transparency in areas such as audit, accounting, procurement, budget processes, anti-corruption;
  • Working experience in Somalia will be an asset and/or elsewhere in Africa will be advantageous.
Language Requirements:
  • Fluent written and spoken English.
